The Housing Rehabilitation Assistance Program is a federally funded program that administers Lincoln’s Community Development Block Grant Program, (CDBG).

The CDBG Program offers grants up to $3,000 to assist very low-income homeowners and loans up to $15,000 to low-income homeowners. Over the past 14 years, over 360 projects have been completed with CDBG Funds, which totals approximately 620 individuals of which 44% are elderly homeowners.

Lincoln consistently prioritizes the Housing Rehabilitation Program because of its noticeable positive effects on the entire community. Neglected dwellings can cause detrimental effects on the entire neighborhood by decreasing property values and lowering the quality of life in the area. Buildings that are properly maintained or rehabilitated increase property values and neighborhood stability. In turn, they generate more tax revenue for the town and provide safe and decent housing for our residents. The use of Federal Funds to rehabilitate properties increases affordable housing opportunities for low and moderate income families town-wide. In addition, the funds assist Lincoln’s elderly population to maintain their property and, in many instances, to stay in their homes longer than would have been possible without the assistance.
